Receiving Agent Program

Receiving Agents can be found at participating Canada Post outlets and Service Canada Centres.

The Receiving Agent Program facilitates the passport application process by broadening access to passport services for all Canadians. This in-person, alternative channel of service helps us reach all Canadians across the nation, to bridge the gap between urban and rural service accessibility.

What can be submitted at a Receiving Agent

  • General adult passport applications.
  • Simplified Renewal applications.
  • Children’s passport applications, provided there is participation of both parents.

What cannot be submitted at a Receiving Agent

  • Urgent and Express applications.
  • Applications where a passport that is still valid for more than one year is submitted with the new passport application.
  • Applications where the applicant has ever reported a lost, stolen, damaged, destroyed or inaccessible passport.
  • Applications where the applicant does not have a guarantor and is using a Statutory Declaration in Lieu of Guarantor (PPTC 132).
  • Children's applications, if only one of the parents is participating.
  • All requests other than general passport applications, including:
    • Requests for a free replacement passport; and
    • Requests for the extension of a limited validity passport.

Canada Post and Service Canada Receiving Agent employees have been trained to review passport applications to ensure accuracy and completeness, as well as to collect the appropriate fees. Applications are forwarded to Passport Canada for examination and processing. Final decisions on passport entitlement are always made by Passport Canada.
